invitation for comments on JDSU / SDLI ratio issue

do you expect SDLI to jump up if & when regulators approve?
or do you expect JDSU to slide?
the current ratio is or was about 3.25 last I checked
the target is 3.8

is there something missing from the equation?
like the float not incorporating all the outstanding shares involved in the 3.8/1 ratio ???
