As a PhD in chemistry and former chip packaging specialist at Intel, he must know for sure that a chip does not need to run at top specified temperature, that any bigger/better heat sink could low the chip temperature to any value you want, and the chip just will have more speed room and stability margins. His statement is outrageously ridiculous and false. Either he is trying to intentionally mislead the thread, or he has retarded beyond the sanity level.
