Say you're a Korean telco and you start building your WCDMA network. At some point you realize that handsets aren't going to cut it because of power consumption/tardiness/whatever, what does it take to start switching network to CDMA2000. Is it software only or software and chips or rip out the guts and start over?

Same question the other way, CDMA2000 to WCDMA.
