He's perfectly logical dolt. clinton gets no credit for the economy since Congress authorizes and appropriates all treasury funds. Reagan gets no credit for the debt increase since Congress authorizes and appropriates all treasury funds. Thus: Since clinton gets no credit. (Republican congress) And Reagan gets no credit. (Democrat congress) Congress gets credit
