The problem is the psychological impact that the report had on the market, and the fact, that Lehman issued the report during CSCO's quiet period.

The tech sector was under pressure all day as big-cap tech players have been hardest hit with Cisco (CSCO -2 5/8) down 5% after Lehman Brothers cut its price target to $60-$65 from $90... Lehman also cut price targets on several other players in the telecom equip/networking sector... This weighed on the tech sector, and the Nasdaq spent the day lingering in the red, following the lead of the big-cap tech stocks"..

And Lehman may be wrong!!!

Since a company cannot respond to comments by brokerage houses during the quiet period, I believe it should be illegal for brokerage houses to issue reports on companies during this time frame.
