The voucher concept is flawed. There are myriad ways to improve schools before experimenting with vouchers. Let me give you one quick example. I have a friend who graduated from college in early '70s. She had a weird major -- psychology or philosophy. After her two boys were going to school full-time, she decided to go back to school to become a teacher. She had to go back to school for three years -- solid -- in order to earn her education degree, to be able to teach fifth grade math/science. Now, several states are saying, no, that's wrong. You don't have to go back to school for three years. That's too long. We'll cut the time in half -- to three semesters. We need to make it easier for dedicated people to become teachers. This is one example of how we're working to achieve that goal.
