I was trying to get an idea of how the .13 process for AMD and Intel stack up at this point.

I don't know if there is anyone who can predict this accurately. Let's just say that both companies will get there in 2001. I have no idea who will be first.

However, given that Tualatin is on .13 and sledgehammer will not be on .13 until after Tualatin, suggest to me that a) either AMD is behind Intel on .13 or b) Intel is taking a lot of risk on .13 with Tualatin.

Tualatin is an old P6 core that has been around for ages, so it's a good vehicle for ramping .13u process. Hammer is a completely new design. I don't know why, of all cores, you are focusing on Hammer vs. Tualatin. I think the timing of .13u will be
1. Tualatin
2. Mustang
3. P4
4. Hammer
5. Itanium

with 1, 2, and 3 arriving within relatively short time period from Q2 to Q3.
