lof...rcn service in the philadelphia area is non existent in any high speed connections or cable. they offer no more then an isp over verizon lines.

cable and its associated voice and data has been regulated in the area since its inception. the regulation is via renewable franchises in the city and surrounding suburbs. overhead right of way have been granted along peco(now exelon) and verizon utility poles. there is minimum underground distribution. this is a very old area, suburban subdivisions 50+ years old.

if you look at your link you will see possible build out in the lehigh valley which is not in the philadelphia area.

rcn is, as i stated, presently in front of the philadelphia city council, seeking access to city subscribers, but they only desire to service the north east and west areas, which have a bit more of affluence. the stumbling point is that other providers have agreed as part of their charter to provide full area service.

to further clarify, regardless of what the link may allude to, rcn has little or no high speed capabilities in philadelphia and its contiguous counties. the current verizon infrastructure is extremely poor, with only recent fiber and pair gain upgrades. the problem is more then the "last mile" as co's have exhausted numbers and physical plant space for the equipment of clecs or whatever.
