Actually, XML is a specification for how to create data specifications. This level of generality is required because the real world of ecommerce is more complex than can be accommodated by a "file format" or other static scheme. For example, the contents and structure of an "invoice" varies tremendously by industry, country, etc.

As for disparate XML systems intercommunicating, one of the reasons I list EXLN in my profile as a favorite "speculative" stock is that it is addressing exactly this problem.
