Wasn't it Moynihan who drafted the legislation for the NY-based drug companies to get tax credits for their operating in Puerto Rico and got it passed? There are also quite a few dot-coms that pay no income tax. The income tax should be replaced with a low gross receipts tax since the public services rendered to support these operations has less to do with net income than with gross revenue.
