If Hanaro qualifies for and receives new spectrum for CDMA2000, does that mean that one of the three major carriers that have applied for wCDMA will not get any new spectrum?

Hanro did say in one of the press releases posted that they would consider adding the "losing" bidder for W-CDMA to their group.

Makes me wonder if Hanro isn't also a stalking horse for one of the three going for wCDMA licenses.
