yep...the entire oil infrastructure, transportation AND refining has been neglected during the oil bear market of the mid to late '90's...and you can't change that from one day to the next. it will take time, and an extended period of higher oil prices. the biggest surprise is actually that oil prices haven't soared even higher yet. we may yet see $40 oil this winter though...
