don, i don't think bush is talking in terms of benefit over pay in - 1.02 (2%). he is talking about dough sitting in ss.

it is kind of a peter/paul game. i'd bet the return comes from t-bills. where does that dough come from? another tax payer fed bucket. in that sense you are dead on - no return.

in bush speak, though, he's ignoring that fact and assuming the t-bill return for what can be invested. since most is paid out before stopping go, the real rate of return is 2%.

you have broadened my understanding to realize that i was looking at the wrong shell. there is no nut under any of the shells. it is in the politician's pockets.

btw, i'd be very impressed if the avg ss recipient recieved 70% on the dollar (accounting for inflation).
