I think either you are mistaken, or someone made a typo somewhere. If you are referring to Subject 18938 on Silicon Investor, then I'm sorry to tell you that whomever started this thread doesn't represent Level 3 :) The project, the plan, the phases and the timelines has always been up on Level 3's website for everyone to see. Obviously you didn't look. Cliff FTW, I've been employeed by Level 3 since construction began. Perhaps I'm not "full of baloney".
