Cisco- My models indicate approx. a 1 in 100 chance of an Electoral College TIE. In that event, it goes to the NEW House of Representatives in January and they caucus by state and vote state by state.

Question: Must the winner be chosen by a plurality or a majority of the 50 states? (States that are evenly split Dem/Rep would be non-votes and there is a good chance that no one party will control the House in 26 states)
