Assuming that insiders/analysts have an inside track in re they understand the 'understated' values of the past 10 years of R&D, then why don't we see insiders buying tons of stock when it goes down to 51 cents?

When does a consulting fee become an R&D development? If you spend money on R&D, and it pans out, you then own a proprietary product. E.g. nobody else can use it unless they pay you. If you pay a consulting fee to Agra, that hopefully increases the value of your operation (eg by bringing cash flow to the fore), but are you implying that a consultants fee to Agra results in The Refinery becoming a research asset?

Have I missed something?

To end on a positive: everybody should note that we traded as high as .60 today so I also think the DWA report is helping.
