QUEHUBO007: interestingly the idiot who put forward the Arizona alternate fuel bill is head of the Republican controlled House. His buddy, who actually wrote the law, is in the alternate fuel conversion business.

All the legislators together apparently did not have the brains to understand what they were voting on ... and most of them are die hard Republicans. One has to either charitably assume that they are all idiots or more likely assume a little collusion amongst friends.
