You can be as pedantic as Gore, it does not change the fact that Bush would not have automatically thought of it as an arrest, but similar to getting a speeding ticket. How many people would consider getting a speeding ticket an arrest? If someone asked me, I would say I was never arrested, even though I have had a couple of moving violations.
