If you are charged with a misdemeanor, you are arrested. You do not HAVE to be handcuffed. I was handcuffed and put in jail. Would you then assume that I was arrested? I was never charged, therefore not arrested. Bush was not only charged, he was found guilty of having a blood alcohol level equal to or above the legal limit. That's a crime. Say it doesn't matter now, but don't try and say that if he wasn't handcuffed he wasn't arrested. And he did spend 90 minutes in the tank. Do you think they let him drive himself home after that?
