I believe the value concept can be attributed to secondary market(dead artists) work. It is very difficult to find the niche that will be discovered. In the last 5 years Belle Epoque paintings took off in realitive terms to other art. Any good belle epoque painting has easily apreciated 50-100% in 3-4 years. I saw a statistic once that the long term return on certain art was 13.4%(Imp, Mod master) I dont know what price point etc numbers were derived. What type of art do you like?
