That is correct. In that post I was just outlining the usual steps in the process when it is taken to a conclusion when an individual will be held over for trial unless released on bail. If a bail is set, it will usually be during the arraignment process. A person may also be "detained", but that technically is not being arrested and they are not handcuffed. JFH
