Yeah, times have changed.... Carlos enjoyed the support of powerful patrons: USSR's KGB, East Germany's Stasi, etc. After each of his terrorist ventures, he could always hide away from his Western/Israeli sleuths, lolling about in Karlovy Vary's Grand Hotel Pupp or Vienna's Hotel Sacher, or in a luxurious villa in Algeria. Contrariwise, despite all his money, bin Laden cannot afford the smallest step outside his Afghan boonies.
I think bin Laden is a genuine, sincere Muslim fundamentalist, that is, his main focus/obsession is about "freeing" Muslim soil from every foreign, heathen intruder.... Hence the scope of his targets is fairly limited and basically comes down to US military forces stationed in the Gulf. However, bin Laden is not the only Saudi renegade who wants to get rid of American imperialism --there're anti-US tendencies within the Saudi state apparatus as well....
The bombing of the two US embassies in East Africa bears a clear geopolitical signature: it's an earth-shaking blow to the Anglo-Saxon sphere of influence in Africa --it has nothing to do with Islam, the Middle East, Israel, or whatever. Furthermore, the bomb attacks occured less than 6 months after Clinton's watershed tour in Central Africa. It bears the handwriting of nigger-bashing French mercenaries --PERIOD.
