Ruffian,
FYI, Last November Nextel made an agreement with Kyocera to make iDEN phones . Kyocera definitely has 3G CDMA license from Qualcom, Just extended it :

SAN DIEGO -- Nov. 2, 2000 -- QUALCOMM Incorporated (Nasdaq: QCOM - news), pioneer and world leader of Code Division Multiple Access (CDMA) digital wireless technology, today announced an amendment to Kyocera Corporation's existing CDMA subscriber unit license agreement which expands the licenses under QUALCOMM's CDMA patent portfolio to include the development, manufacture and sale of subscriber equipment for third-generation (3G) CDMA technologies, and wireless local loop (WLL) and CDMA modem card products. Prior to the amendment, Kyocera's CDMA license covered only complete mobile subscriber units for cdmaOne(TM) applications. Under the terms of the amendment, Kyocera will pay QUALCOMM a multi-million dollar license fee and ongoing royalties at the same rates irrespective of the licensed CDMA standard.
