Hi Jim,

I want to comment on the use of MMDS/ITFS spectrum for 3G. The FCC is saying spectrum should go to the highest valued use. In 1995 the 493 MDS blocks were auctioned for $216M to 61 small businesses winning 381 licenses and 6 larger bidders winning 112 licenses. Later Wireless One was setup to convert ITFS holders from analog TV to digital TV, and repurpose the excess channels for wireless cable. In 1996 BellSouth began to soakup MMDS in Atlanta, Florida, etc, starting phase two. Then Sprint, and Worldcom bought lots of spectrum from the failed wireless cable companies, and had the FCC allow two-way Internet in the band. This year the WRC identified the band as a candidate for 3G.

So roughly:
1995 $216M 6 + 61 holders
1999 $3B 2.2 (Nucentrix is 0.2) + ITFS
2003 $30B Verizon + Cingular + ATT + Sprint (+VOD +NTT +DT)

or is Sprint to be gobbled up and Worldcom tell the FCC to allow MMDS be 3G and move ITFS to 3.5/4.9GHz?
