There is a significant change about to be implemented into the NASDAQ. It replaces SOES and SelectNet. It's a new way for institutional investors to get their trades executed.

Note that the Naz has stated here that it intends to form a business relationship with Optimark! Hello!

This OptiMark plan helps nothing that I can see except the way the big boys get their trades executed. At the same time, the exchange is going to form a business relationship with the software company that is providing this new service.

I can understand the institutional investors plight. The ECNs have features that make it difficult to get in and out of large blocks of shares without telegraphing the moves first. Only the doods with the quick fingers can outsmart ISLD, ARCA, and the rest. The institutional investors appear to be behind the 8 ball at present.

My question: While it is obvious that there is a good chance that short-term volatility will be decreased, is this whole thing really designed to help the individual investor (as claimed by NASDAQ), or is it a new way to help the large clients, make a little more money for the exchange, and keep the individual investors in the dark?

Hint: Follow the money.
