Compare that to a hostile foreign government that has bought and paid for Clinton and Gore? You should also not necessarily correlate public speaking charm to being bright. Public speaking is a skill unto itself. Many bright and honest people would be clueless in addressing a large group of people.

ps - still waiting for your thoughts on the gore and clinton lie on interest rates. If you want to see the brilliant results of foreign policy, consider that the US supported corrupt despots under both Democratic and Republican administrations - Panama, Vietnam, Iraq (yes we supported that guy), South Africa, and what Clinton and Gore have taken to an art form...the relationship with China and Indonesia. Indonesia is so far away. Isn't it strange that Lippo Bank had so much activity in Arkansas. What was it, people in Arkansas had a thing for greasy noodle dishes or something?
