Actually, in their earliest form they were symbols of the solstices in ancient Persia, and then other meanings were layered on top of that, as the "image" spread from culture to culture. The Hebrews and the Greeks picked them up and adapted them to their own mythologies and literature, and the "popular mind" of those eras likely did not fully understand their original astronomical import, although the priests and the poets would have...they being more or less the repositories and preservers of that sort of knowledge.
