First, the FCC is different than Industry Canada, the UK Radio Authority, MITI, etc., and is chartered to put spectrum to use, and to foster innovation.
Try to think of MMDS in the way WCS, LMDS, 3.5GHz or 700MHz spectrum will be auctioned = it's your to use for ten years, have a nice day. Use it for mobile or fixed or whatever - here are the channelization, power level and band edge rules.
3G/4G, whatever the new spectrum holders want to offer.
So the users pick PCMCIA cards, handsets, PDAs, etc for cost, range and rate reasons, not what the services the previous spectrum occupants had.
