Is this why?

FELCH: The most common thing was that he would make gestures at me when he looked in my window and saw me on the telephone.
FALCON: I was going to get into that. I just meant your definition of nonprofessional.
FELCH: Not what other people are doing. Not the accepted normal of professional conduct.
FALCON: Which would be?
FELCH: Treating people courteous, not making faces at them, talking in a normal voice, rarely using profanity. Things like that.
FALCON: Now Mr. Delfino, would you agree with me, he has sort of an expressive face?
FELCH: Yes.
FALCON: In that paragraph, you go on to talk about subjecting you to a "variety of forms of harassment," including making odd and bizarre faces at you from outside the windows of your office. When you say, "odd and bizarre" describe the faces?
FELCH: Sort of grimaces, scrunches of the face, whatever when he would pass me.
FALCON: And what made you think that he was harassing you with his facial expression?
FELCH: I don't see that kind of behavior directed towards other people towards his other coworkers.
