For speeds at and below 700MHz, Intel can drop their voltage to 1.35 from 1.6 (i.e. you can buy a 700MHz mobile P3 @ 1.35V). So, basically, AMD needs about a factor of 2 just to catch up! IIRC, claims are that SOI can reduce heat dissipation by something like 30%. That's a lot, but even that is not enough. -fyo
