FWIW, when I was in Singapore four years ago, a basic Toyota Corolla cost about US$80,000, and you had to purchase a user's permit before you could drive it. User's permits were sold by the government to the general public in limited quantities via auction, simply to limit the amount of traffic on the streets. Typical cost for the permit, if I remember correctly, was about US$15,000.

Not really sure how this compares to China per se, but it illustrates how different the average price per vehicle can be between the U.S. and another SE Asian country. I imagine Hong Kong is very similar, due to similarities in real estate costs and population density. Maybe China is similar as well, at least in the big cities?
