It is a minor tweak, and it seems to help more with some fonts than with others.

Do what Gottfried says: Right click desktop> properties> settings, you'll probably like 1024 or 1152. The bigger the number, the smoother the font, provided you increase the size of the font.

In Windows in general, Properties> large standard windows scheme. In IE, it's View> Text size. (If it won't stay put I might have a fix.) Or try a different font: go to Tools> Internet options> Fonts.
