I don't know Tom...had a long conversation with a friend at our party last night...he works for Toshiba. We discussed this issue of why companies have a hard time changing momentum. He mentioned the reason companies like GE and Federal Express (also mentioned Ford) are so hot is because they have a running program that insists on maintaining accountability and constant overview of current practices. He said many companies, especially Japanese ones, are filled with execs who are so hamstrung by traditional ways of doing things that they honestly can NOT see what needs to be done. Part of it is pride, the other part is fear of near turn capital investment. He feels the Japanese companies in particular with their life time employment philosophy maintain the old ways to preserve jobs. NTT is a classic case in this regard.
