This rule allows insiders to sell even though they have inside information (or the trading window is closed by the company) provided they set it up ahead of time, at a time when they have no insider information.

Pardon me for my profound ignorance Peter, but what was the insider info/insider buying-selling rule prior to this change?. One BT example comes to mind: an insider just learned her/his paper will be published in Nature...an event that commonly leads to good press.

Is this a non-actionable scenario?
