You also can't institute a voter exam regime unless you institute an effective voter education program with the complexity of the programs out there. It's difficult enough to really assess the parties when you see the line items that kill various bills such as Patients' Rights or the various regulatios or mandates that hamper Welfare Reform. There are all manner of poison pills in dead bills inserted by the parties to try to gain political points.
