Yes, and he wasn't happy with that. Most of the trading will be done with institutions and ECN's and the MM's, who's job is to provide a market, will be able to shirk that responsibility if they so choose , while enjoying special trading privileges of a MM, via the elimination of the 150% rule.

He also mentioned a strategy called "scoop". He gave an example using dealer NITE. Something to the effect that if you wanted to sell 5000 shares though NITE at 50 1/4, NITE would enter 100 shares at 50 3/16 and somehow you'd get screwed. I missed the rest of it. Any idea what he means?
