My hunch is that if shrub takes it, the Saudi's will open the taps wide open and oil will fall. But before then we'll get a hay making political event, such as a Bush trip to the Middle East. The joker in the pack is sa-dem, of course. But the SPR can outlast him, regardless.

Of course I'm assuming that the Saudi's actually do have a few million barrels of excess capacity - who knows if that's true. But if it is, it will be tough to see any reason why the fed shouldn't cut rates.
