Since Keyser made no headway selling the BIFS biofiltration equipment in eight years, and Knabb sold his "SWOMI" for peanuts to BIFS, I agree with the "too dumb" thought.

Here's my theory, still being investigated:

I suspect that Baldridge and mystery man/woman Harding provided the 'engineering' skills, and then Baldridge got some very unwelcome publicity which meant he had to submerge for a while.

If you read the Oct Form 10 it implies that Harding is still retained to provide services to BIFS, which makes the lack of information on Harding even more difficult to fathom.

It seems only the SEC can wrest the information from BIFS about Harding and his/her role.
