Yes, whomever wins the popular vote in a state will win it's electoral votes. <G>

Here's some wishful thinking...
Bush 49%, Gore 44% Nader 4%, Buchanon 1%, Others 2%.
Electoral vote? Bush 303 Gore 235. (not to rigorous a test)
If Bush win PA and FL he's in good shape...we'll know that early.
If Bush wins popular and Gore the electoral, it will be the end of the electoral college but we'll be stuck with Gore for 4 years...
