There is no obligation for a buyer (or seller) to show his entire order size, but for a seller (or buyer) to show a large false size with no intention to complete a sale (or purchase) of that number of shares, IMO, constitutes an attempt to manipulate the trading market for the security. It should be quite clear that showing that entire size would be counterproductive if one were truly trying to sell that much without hurting the price, i.e., without chasing away buyers or causing other sellers to step in front of him. Therefore, the goal is not to actually sell all that stock, but to drive down the price.
