I believe that your prognostication that the election will be decided in the Congress is incorrect. The only way that one of the two major party candidates can fail to get 270 electoral votes is if a minor party candidate is the top vote getter in one or more states. While Nader could spoil Gore's chances in certain states, Nader will not win the popular vote in any state. Therefore, one of the major party candidates will win a majority of the electoral votes. Whether or not the winner of the majority of electoral votes (the next President) is the top popular vote getter is a different question, and the possibility does exist that the next President will be elected without having received the highest number of votes throughout the country.
