After posting last night, I emailed the Israeli Ministry of Defense Complaints and Public Relations Bureau. Here's their reply. It contains nothing new.
There was an attachment with a clipping from a paper, but it won't paste. Basically, it says that the Palestinians transport women and children to the focal points of the confrontations, that it began with intentional gunfire followed by explosive and molatov cocktails by the Palestinians, including PA policemen, and that hundreds of Palestinians stormed IDF strongholds. There were heavy fire exchanges on the scene. It says that they are still investigating, but that the child could evidently have been shot by either side. It says that the riot was begun by the Palestinians.
