I'll tell you what's fair, and would have insured the republicans the house, senate, and presidency but they blew it:

Some Republican wonk should figure out how high the "zero tax bracket" can be raised to effect the same dollar tax cut that they wanted and do it... example: "No family making 40K or less will even have to FILE for a tax return".

Then if they can afford something for the other brackets fine.
