What's welfare about it. If not anything, an official compensatory time off is appropriate. Hey, I can design elections in such a way that only people affililiated to a particular cause can vote. If someone cries foul, I can raise point as you did. If you really think that holidays are a problem, then I suggest revoking President's day holiday in the election year and using that to elect a new living president. Atleast that will solve your problem with welfare. You crib about caste system in India. These are the exact arguments upper caste folks give to suppress people of lower caste.
