Les Horowitz: Back in 83 Reagan championed an increase in social security taxes so boomers could pay for their retirement up front. The Federal Government has rolled all the surplus into the general funds spent it and replaced it with IOUs. Some lock box... If I am correct in my thinking most of the expected surplus the candidates are feuding over will come from the SS monies. Some lock box...
