Actually, if you are a convicted felon, you can't vote (at least in most states). A lot of folks in jail have been charged and awaiting trial and can't afford bail; because they have not yet been convicted, they are not legally precluded from voting. For example, I imagine that while Michael Milliken (sp) was awaiting trial, he cast votes for his favorite Republicans. He probably wasnt in jail, because he could afford bail.
