<Tony: Are they [TI] as good as Intel and AMD? (IBM? in fabbing high speed microprocessor and related chips?). Would Sun be better off with AMD, and at what level...>

Having a FAB yourself and knowing exactly what process the design is going to eventually be produced on is a huge advantage. That said, all foundries are certainly not made equal.

However, AMD doesn't really have any foundry experience. Being a foundry is a very different thing from fabbing your own chips. While AMD's (and Intel's) process is most likely much better than TI's, it might not be enough to compensate for TI's experience as a foundry.

It is my understanding that IBM has the best logic foundry capabilities. However, they are by no means the cheapest. TSMC is supposedly getting a lot better at logics, but I don't really know how they compare with

I'm not at all convinced that any of Sun's fundamental problems would be solved by an alliance with (or buyout of) AMD. It would take a lot of time and money to take fully advantage of AMD's manufacturing capabilities.

As for a potential partner for AMD, I think API and AMD would have much more to gain from one another.
