I agree, completing the list on SI is beyond our capabilities. In a way, that was my point as well. A list might seem easier to draw up in theory. However, if all the revenue for the Federal Govt. depended on that list, a holy war of lobbying would break out over how to define luxury and necessity. I'm simply saying I think it would be immensely difficult and, as I stated earlier, regressive.
