Hi peter, I do not interpret it that way. The way I understand it; the people buy almost all of the gold so by "opening" the gold market means "allowing" the people to buy what they want. I also understand the gov't will also buy a lot of gold. I don't know the Chinese Govt's situation with other country's Banks but I think they frown on Bullion Banks etc..... as we know them.
