His call is based upon exit polls. I wouldn't say that Bush has it in the bag until we see a breakdown of individual states rather than Drudge's sweeping statement. If Bush is up 3 now in MI, I would guess that MI will end up going with Bush. My rationale for this is that the UAW had the day off and probably voted early. Of course the absentee ballots could change things (more seniors).
